Now that the activity on the site is coming to a rise, we've hit two major road bumps.
1) GMs 2) Locations.
A lot of people are interested in leveling up (obviously, that's the point of the game), and when it comes down to spawning monsters, we need someone to control them and dictate them so that it's fair. That would also mean the more you post, the closer you get to the next level, which is a good system. But until then, it seems people in their party are given the task of GMing, which is arguably rather primitive and can be easily taken advantage of/abused.
In terms of locations, I think it'd be more fun to extend the servers a bit? Unless staff is planning to do something with it, I think there needs to be more than just Delta and Theta Server; because people are leveling up quick and they'll want to explore beyond those two servers, which can arguably be considered the "novice" servers. That would allow people who are stronger to go to a stronger area and have more of a challenge, even if no experience is gained since leveling is solely determined by post number.
As a separate suggestion, I also think that new members should be given a freebie pack, with health and mana potions. Even though there isn't a health and mana system currently implemented (I think there should be one that differs for each level and class), they should get something. I understand that we do have a free grunty giveaway, but that will eventually end and that still leaves new members SOL. In every MMO I've ever played, you got a bunch of novice items; and even if they ended up being useless later on, they were extra helpful in the beginning.

I don't see people using their own cognition in regular battles or monster battles to be an issue. I've see it done properly in many role plays and this allows to staff to focus on creating events, moderating players, and make the RPG an overall better experience. If you really want someone to 'mod your mosters' just ask! However, I will not make it a condition while role playing as no player should have their progression slowed down by waiting for a moderator. They already have to wait for their party-members and that can grow very tedious and complicated.
Right now, no one's really stronger in the scheme of things. Once people reach higher than ten I will be adding a new server with higher level monsters and a PvP-specific area for players to gamble and duke it out! However, for now we're all-as you stated-novice and will be working on the novice servers until the time has come where players may enter a level 10+ server.
You get a custom weapon upon joining and 3 skills and/or spells and I think that's enough for filling out a next-to-nothing application, don't you. Don't worry, there will be more giveaway events in the future and players will be rewarded extra for being apart of events, but for now, let's not worry about any more free stuff.
